Preparation tasks for the International Youth Convention 2019 are largely being carried out on a voluntary basis. Onsite organisation is mainly in the hands of the hosting New Apostolic Church in Western Germany. The programme contents are to be planned and arranged by the youth worldwide.

Fundamental decisions for this major gathering of the youth lie with the executive planning committee. Its members come from the various district Churches, with the responsibility for youth counselling in their districts. Within the planning executive they are working in various groups, called planning groups. Preparations are being coordinated by members of the project management.
